South Cambridgeshire District Council has applied to build the Northstowe Town Hub, which would become the growing town’s focal point if approved.
Known as Wayfinder, the four-storey building would be located between the future High Street and Town Plaza and provide more than 4,000 square metres of flexible space.
The hub is designed to bring a wide range of services together under one roof, including healthcare facilities, a library, community spaces and a café.
Dr Lisa Redrup, councillor responsible for healthy communities, said: "Submitting this planning application marks another important milestone towards the creation of Northstowe's civic heart.
"If approved, the Town Hub will bring together health, learning and community services in a modern, accessible and sustainable building, creating a welcoming destination for residents of all ages."
The plans include more than 1,290 square metres for GP and other healthcare services, plus a pharmacy facing the High Street.
A modern library would feature dedicated areas for children, teenagers and adult learners, as well as quiet study spaces and collaborative working environments.
The proposals also include a large community hall, meeting rooms, workspaces, a café, landscaped terraces and a full-height atrium intended to serve as an internal meeting place and performance space.
The name Wayfinder was inspired by a historic trig point that once stood on the site.
The council says the original metalwork will be reinstated at its exact coordinates, while discussions are taking place about transforming the trig pillar into a sculpture.
The design draws on the surrounding fen landscape, local aviation history and traditional Cambridgeshire architecture.
Environmental features would include green roofs, energy-efficient technology and measures to support wildlife.
Councillor Natalie Warren-Green said: "The Town Hub would provide a welcoming place where people can access healthcare, support, learning opportunities and community activities closer to home.
"It has the potential to become a real focal point for the community and an important part of everyday life in Northstowe."
A public consultation on the plans is now under way before the application is determined.
