TRICK or treating over here is mainly for children aged 11 and under. They are usually accompanied by parents or adults.
Egging and throwing flour is not part of Hallowe'en. Why would they think it is? Also, if a house is not participating, they turn their porch light out. Once I run out of candy and turn off the light, I have never been bothered by unruly, rude or obnoxious kids.
If parents accompanied them and it was kept to children under 10, these problems would not occur. Last year on Hallowe'en, in our town of 50,000, there were no police or ambulance calls. It may not be the same everywhere, but again it's parental control.
