HAVE your say" - what exactly does that mean?

We bought a house in a cul-de-sac, nice and quiet.

Oh, no. Someone decided to put a doctor's surgery in a corner. We now have cars up and down all day every day, some at quite a speed.

Now comes the icing on the cake. We are told we cannot get our medication from the surgery, but must walk three-quarters of a mile to the chemist's. Just who plans these things?
