After chatting to Mr Brown we found out why he was cutting them back. I also found out that Mr Brown is disabled. Mr Brown had seen lots of children hurting themselves and ripping their clothes on the bushes, so he goes out every weekend and cuts them. Usually nobody uses that path. Now about 70 people use it a day.
Which brings me to the cause of this letter. I would like to know why the council don't cut back the bushes or why the council don't offer him support or equipment.
