  • Let’s look at the facts here. The CIL is a planning charge introduced by the 2008 Planning Act, collects money paid by developers to provide infrastructure and facilities. The key here is 2008! Lets move on, HDC announced back in March of this year it was introducing the levy. Why was all this a surprise to Mr Hartley? His architect, David Hartley of Architect Design Services, Peterborough (family member?) maybe doesn’t live in the he area so didn't know about theses charges? As a architect you would think he would understand plans acts and possible implementation? As should Mr Hartley the home owner. Always investigate local conditions, rules etc before investing ANY sum of money, thats only common sense surely. It’s pointless blaming others after the fact.
